shaving baby's hair off

Has anyone ever shaved their baby's hair off completely so it can grow evenly? My son is now 16 months and has about 3 different hair types...some parts straight, some super curly, and another part just really really rough and dry. we have cut it down with scissors evenly about 3 times but it doesn't help. i have also used literally everything on the shelf for months now to help moisturize his dry hair and keep his curls in tact. The curls look awesome, but the dry patches not so much lol. his hair looks willllld!! My hubby thinks we should pass the #3 clippers on him and let his hair grow in all together. I've never had this issue with my first son so I'm sooo unsure
