progestrone levels

Hi, wondering if any of you are getting progestrone levels to confirm ovulation if so what day is your doctor doing them? I have so many signs of ovulation increased bbt, positive opk, cramping around the time of those and ewcm. but my dr is doing my levels on cd21 through 23 and they keep coming back I'm not ovulating. I'm starting to think he's doing them on the wrong day in my cycle. my cycles average 33 days. thoughts anyone???
