First tattoo

I’m turning 18 in a couple of weeks and I’ve been wanting a tattoo for over a year now. So decided to get one on my birthday. I know I’m pretty young but getting this tattoo means a lot to me. I’ve been using it as a goal/reward to keep me going through some difficult times. It’s going to be a medium size blue cherry blossom branch on my side/ near boob. I managed to save up a pretty good amount of money but don’t want to spend all my savings so budgets around 100$-300$ ($400 with tip). Would it be possible to get something like this in that range?
