Baby Acne, Eczema, or Something Else??

Babygirl (3 weeks old) woke up this morning with bumps that look like the baby acne on her face, but also all over her chest and the top of her back, and behind her ears. It was red and warm to the touch, but she didn’t have a fever (98.4 rectally). She was pretty fussy throughout the day until we added breastmilk, did skin to skin, and she took a nap. The redness and warmth calmed down, but the redness is starting to come back tonight and when it gets rubbed. I haven’t eaten anything out of the ordinary and we haven’t changed the soap or lotion we have been using on her this whole time. Does it look normal?
