Spoiling kids with my attention

So my SO and I got in a fight because he wakes up and is on his phone for hours. Like our 1 and 2 year olds are climbing on him like he's a jungle gym and he's ignoring them. Anyways, he tells me that I spoil our kids by letting them constantly sit on my lap in the chair with me and cuddle. I freaking love my kids and cherish their love and cuddles. He also tells me that I shouldn't cook eggs for them during the week cuz then they will expect it. That cooked breakfast is only for the weekends. I'm a SAHM so I don't see why cooked breakfast is a big deal. He works 3rd and sleeps from 8-5. Gets up, I'm making dinner, both girls are screaming for me to pick them up and he just sits in the chair on his phone instead of coming and grabbing the girls. He tells me he can't do anything cuz they are spoiled and only want me. He sees them for maybe 2hrs a day durning the week. They want me cuz he's absent most of the time. Not because I spoil them. I didn't think you could spoil a kid with time and love. He was raised a lot different than me. I was raised in an affectionate 2 parent house hold. He was raised by a single mom who worked multiple jobs and didn't treat him the best according to him. I love his Mom and I know she wasn't mom of the year, but she tried. I kinda of feel like I over compensate with attention because of him really being and absent parent. His Mom and friends tell me he's a bad Dad. He loves our kids but he doesn't show it by giving them attention. He is very materialistic so he buys them things or we go on mini vacations some where. I also don't raise my voice or cuss when we fight cuz I don't want to speak to him like that, but he says he can't help himself. It makes me feel even worse. I just don't know why he wanted kids if he wasn't going to help raise them.
