Swaddle struggle

My LO would only sleep if she was swaddled. She loved it.

Now she’s starting to hate is (11weeks old). If I swaddle her, she fights to get her arms out. If I leave her arms out or if she gets them out, she either sucks on her hands or she flails her arms. Either way, she’s not sleeping.

Any suggestions? I want to get her one of those Merlin sleep suits, but she’s still too small (she weighs 9lbs).

She’s a good sleeper and falls asleep very easily in my arms. But now putting her down is getting difficult. Even if I put her down sleepy and not asleep.
