Shirts and shirts for 12m or 18m?

Question

I’m having a hard time finding separates (tops and bottoms) for my toddler. She fits 12m clothing and usually anything under 2T is a onesie. Im not interested in her wearing onesies. 
Where’s your favorite place to get tops and shorts for smaller sizes below 24m? 
My favorite is the garanimal brand from Walmart but usually the smaller sizes are sold out.

Carter's! I bought Tons of t-shirts ans long sleeved tops for my little mr there between 6-18 months!

We've always bought our daughter's clothes at Old Navy, Target and Carters and haven't had issues finding separate tops and bottoms for any age.
