question to women of color

this may sound like an absolutely stupid question, but is it rude to compliment them on their skin? like a woman came into my work a few days ago and she had the most beautiful, glowy deep skin and I wanted to tell her that she was beautiful but I didn't want to say something and it come out as rude or to offend her🙈 just asking because I'm sure it varies person to person but I was curious
