i think the smell but not the toxins. i lived in a  apartment where my neighbor smoked and my cabinets against her wall would smell.

Yes, it can definitely be someone smoking inside. If where you live is suppose to be smoke free than let a landlord know. I live in Colorado and weed is legal here. In the apartment I lived in while I was pregnant constantly reeked of weed and cigarettes from other neighbors. It was such an annoying smell. Especially since when I had guests over it would be the first thing they smell. I ended up moving for that reason and also because I wanted to live in a two bedroom.

Yes. Not much you can do. They pay to live in their apartment, and if it’s not a smoke free place, you can’t make them stop.
