HELP!! Should I tell a guy that is in a relationship how I feel about him??

I am really good friends with this guy and I have had a crush on him for a very long time. My friends say that whenever we are around each other he flirts with me. The only problem is he is in a relationship and going back home to another state. My dad says I should tell despite his relationship status but I don’t know. So what do you guys think?
