Saying I love you

My boyfriend and I have only been together for about a month and a half and I’m wondering if it’s too soon to tell him I love him. We spend almost every day together and I’ve never fallen for anyone this fast/hard before but I don’t want to scare him off. He often tells me he’s starting to fall in love with me and last night said he doesn’t want to be the first to say it because he’s scared of getting hurt. Should I just tell him?
