budgies help.

...if you have them or experienced with them before ...im just wondering if i open the cage let them fly around in a room will they go back into there cage??or would i have to put them back in there wings arent cut ...i would probably put them in a bedroom to go around... i also some videos where they stick out there hand and the parakeet comes flying to the hand how do u teach them that please help first time here
