FWB Issues?

I met a guy on tinder who considers himself my “classy FWB.” As in, “yes, come over and watch a movie and cuddle with me and go out to dinner and do dating things but we’re not dating.” Every time something like this happens, I mention that FWB don’t do this. I told him I’ll fall in love if this continues, and yet it still does. Should I actually make a move and ask him out or should this just progress into whatever it is at this point?
