Is it rude not to remember someone you've met?

I know it depends but if you had to choose one. Here are two personal experiences from both positions, I'm on the fence myself about which I would choose if I had to decide if it's mostly rude or mostly not.

I was registering folks for a training and asked the man his last name. He chuckled and made a joke about how I forgot him. Apparently we'd met before for some event. He proceeded to make me feel a little shitty about it and I was a little upset given I was wearing a name badge and who knows if he even recognized me at all.

On the flip side, I have a coworker who introduced himself to me every time we met. I don't work with him but we've hung out at after work parties so I think whe would at least remember what I looked like. The fourth time this happened I simply told him we've met before actually.
