Is this professional?

Is it professional to always threaten to fire your employees? Even saying it in front of other employees?

I have a manager who always threatens to fire employees over small mistakes or things going wrong, she doesnt say this in private, she says it in front of everyone, about every employee.

While employees are replaceable, it’s a horrible feeling when a manager throws being fired in everyone’s face all the time.
