Shaving the “girl”

Is it honestly possible to shave your vagina without bumps/hairs?? Like for the first day after shaving, my vagina is pretty smooth. But then, it gets itchy, red, blotchy, bumps. It’s kinda like razor burn and it’s so frustrating because I want to shave it bc I hate the hair, but when I do, I hate how it looks and feels. I’m at the point where I wanna wax it, but the thought scares me and I don’t have any money for that right now! Please help!!!! 😭
