What is this???

I’ve had these kind of spots since 2013. my dr and derm say they are just dry spots but they never tested them or did really anything. They go away and come back. usually around my neck or chest area. Tbh i think my doctors are lazy they haven’t done anything and i want a second opinion. My derm said it doesn’t look fungal like ringworm bc it’s not white in the middle. but the spots always look different. what do you guys think? i really need a second opinion. Ringworm? Psoriasis? lupus? help
