none biological dad.

So I had my daughter 16months ago and I put my partner on birth certificate which my solicitor and social worker new about, but now someone said to me it's fraud etc, if it was fraud wouldn't my solicitor and social worker tell me? They didn't say anything at all about it when I mentioned I was putting him on it, there's no evidence on Google either to say its fraud. Any advice?
