Should the British NHS welcome “health tourists”?

No, the NHS have to decline surgery and lifesaving treatment every day to people who need it most and those who pay towards it via taxes. 
They also have to decide who’s “sick enough” to stay in hospital and who to kick out. 
Welcoming health tourism will make things 10x worse.

NO! The NHS cannot handle it! They have denied me any fertility tests or any kind of fertility treatment because my partner has a child from a previous relationship. All because they are so stretched they look for any way to get out of funding it. So now, because the man I chose to be with has a daughter already, and because of the people who bleed the NHS dry by getting f***ing paracetamol on prescription, we don’t all get a fair chance at being mothers. This wasn’t an issue 10 years ago, it makes me so sad that this is where we’re at now.

No, I think you have to pick where you want to live and weigh all the benefits of that place, including it's healthcare. If you want British healthcare, you should live there.

No one welcomes when "outsiders" take advantage of their scarce resources.
Is there a humanitarian argument for not turning these people away? Absolutely. And that's why it happens. 
Our hospitals in the US can not turn away a person who needs immediate care. They can't turn you away because you can't pay or you aren't in the country legally. That is one of the issues in the US as well as far as healthcare costs.  That is one of the reasons some people want to crack down on border crossings.
However, as long as there is inequality in the world, as long as there are places where people don't have access to healthcare, there will always be those who try to obtain it from another country.  
It may not be fair to the citizens who pay into the system but it also isn't fair that some people are born into countries that lack things like basic human rights or clean water. 
I wouldn't encourage health tourism, but once someone's here, I wouldn't let them bleed out on my doorstep either.

I'm not British, but don't they already have a pretty over burdened system? Seems like that would cause an  unnecessary strain on their system, and I can only imagine how upset the British citizens would be. So I don't think it's a good idea.
