my boyfriend

me and my boyfriend have been on and off for a year now but it seems as if he never knows what he wants one day he wants a relationship the next he's completely ignoring me and acting as if he's single he also says that he would like to see other people but he doesn't want me to be physical with anyone else I feel like that is complete bs I don't see how he can continue doing this to me
