One sided feelings 😣

So I’m talking to this guy and it’s been a few months now. I’ve made it pretty clear that I want a relationship and he keeps saying he does too but he still hasn’t made a move to make us exclusive. He says that he cares about me and that he really like me but then leaves me on read for hours and won’t even talk to me unless I message him first. I feel like I’m losing my mind because I really wanna be with him and he seems indifferent 😞😞 should I move on?
