Not taking bottle

My LO (6, almost 7 months old) started to refuse his bottles for the last week or so but he still acts hungry and is just super fussy. He is teething I suspect so is that the cause? I've tried to change the teat flow but it didn't make a difference. Once he gets to 4oz he is done. He gets solids 2x per day and will take those just fine though. I always offer his solids after the bottle. Is this teething? Just a phase? Or something I should worry about? Any tips?
