This sounds like a power struggle of trying not to “lose” the argument. Ideally each person should think about what their role in  the problem was and both should be willing and ready to apologize almost immediately. For example, if something transpired that pisses me off or I can tell my man is agitated. I will say something like I’m sorry, I probably should have realized that right now wasn’t the best time to have this conversation. And he will say something like that’s okay, I understand that this has been on your mind and we can talk more about it later. I didn’t mean to be snappy.

Usually neither one of us, unless it’s a really big blow out, then it depends on who was in the wrong... My husband and I have operated this way the entire 9 years we’ve been married. We both usually sleep it off, and let it go... I’m always mad for longer though 🤷🏼‍♀️, lol.
