What age is a baby considered a full “guest” for a wedding?

At the time of my wedding I have a lot of 1-2-3 year olds. At what age do you consider them a full person? Chair wise & plate wise. 
I just don’t know how to count these babies!!!!

Chair wise at any age they will need either a chair, or an empty space to put a high chair (or small stroller even) 
Plate wise, it varies so much depending on the kid and you should probably double check with the parents. 
Also cost wise check with your caterer what they charge based on age, and wether or not they have a kids meal option which will be a factor in which kids you should expect to feed vs which will have a bit off mom/dad’s plate or bring their own food.

I would ask the parents individually. I had a 1.5 year old at my wedding. I forget if we gave her a seat or not, but I do know we called the mom and asked what she would prefer.
For food, most caterers give huge discounts for kids food.

At my wedding for the caterer, it was 12 and  over for adult meal, and I believe 3 and under for ‘babies’

Chair wise, they take up that much room right away, between their seat plus all the stuff that comes with them. Food wise it depends on the kid, my 17 month old can out eat me some days, but other toddlers eat like 3 bites and have to have their own food, so🤷🏼‍♀️
