Friendship problems 🙃

Every time I ask me best friend to hang out she comes up with different kinds of excuses like her mom said no or shes busy or whatever and I feel like it’s either her mom hates me and doesn’t want her to hang out with me or she just doesn’t want to hang out. Summer vacation is almost over and we didn’t do anything together at all! Is it weird or am I just overreacting

By hanging out I don’t really mean like going out and stuff I mean like her coming over or something (we live across the street from each other so she doesnt need transportation)
