advice? please?

After my hubby gets out of the army we want to move to Texas. How would we go about that? You know how applying for an apartment, they require you to have a salary 3x the rent and all. You cant get a job without an address, you cant get an apartment without a job. I already tried to get a job in Georgia when I was back in my home state and my husband was in the barracks and it just didnt work. We dont have family that we could live with in Texas, but we have been there multiple times and it's our dream. So without orders to ft sam houston (the area we want to be in) how would we go about the moving process?
