should I call the cops!?

so I live in pascsgoula. it's not the best area... it's literally the hood. I'm not saying this because of the race of anyone around me because they're equally different colors. it's the type of people that I live around. going to Walmart we get asked for money because the car is broken down and they need to get to gulfport. we respectfully decline (we have 60 until Thursday) they immediately start their car and drive away. I've been broken down with no gas, the car will not stop if you have no gas!! that's not what's bothering me, though. when we were leaving were pulling out and this lady stops in front of us and almost hits us with her buggy and mouths I need to ask you something. Her three year old is crying his eyes out whaling for what reason I dont know. she then proceeds to ask us for money to eat for her and her baby. saying shes from mobile and lost all of her stuff in a fire. mobile is about 40 mins from here. we respectfully decline because we just spent 30 of the 60 we have and I have school all next week in mobile. she then proceeds to mouth something and walk away. we notice she has a flip flop in her hand and one on her foot. I can swear I saw her seat this little boy.with her flip flop. IS SHE WHOOPING HER CHILD TO GET HIM TO CRY SO WE FEEL SORRY FOR THEM!!!! I AM LIVID. SHOULD I CALL THE COPS? I CANT PROVE ANYTHING BUT ITS ABOUT TO STORM HARD AND SHE HAS THAT BABY OUT THERE CRYING. I DONT KNOW WHAT TO DO
