you must be ovulating in order to get pregnant, no egg no baby.  However, it is very difficult to always know exactly when you ovulate.  many women have gotten pregnant on their low risk days, but that is because they ovulated on an odd day.  
unless you track bbt there is no way you can be certain when you ovulate.  this app is just making an educated guess.

There has to be an egg to get pregnant. An egg is viable for only 12-24hr after ovulating. Sperm can live for 3-5 days. So yes, someone could get pregnant from sex on a low risk day since glow just estimates the risky window, and sperm could still be alive & waiting around for ovulation to happen.
