Does this mean I’m gay?

I have been with my bf for a couple of months now and I was at a concert with a super close friend of mine and the moment was amazing and I just really wanted to kiss her.... I’m 16 btw. 
I feel like a horrible person, like I didn’t kiss her but I wanted to and I have a bf, should I tell him, or ignore this ever happened and does this mean I’m bi?

It doesn't necessarily mean anything. Sexuality is a spectrum, it's not set boxes that people fit in. Maybe you're attracted to some women on some level, maybe it was just in the moment. If you're happy with how you are then don't worry too much about it. If it's something you want to explore then I'd talk to your partner about it. Tell him about wanting to kiss her if you feel you need to, but I wouldn't say you necessarily have to. I don't tell my partner every time I find someone attractive (unless we're out together and I see an attractive woman, we point them out to each other) so I personally wouldn't mention this if it was a one time thing. Do whatever you think is right, but don't let it eat away at you

Temptation isn’t the same as cheating! You didn’t cheat. You chose not to kiss her. You were faithful to your boyfriend. Don’t feel bad about it. 
Also, at 16, hormones are so crazy and rushing all over the place. One urge doesn’t define your sexuality, and sexuality isn’t an either/or thing anyway. I’ve had moments of attraction to women, and I’m happily (and faithfully) married to a man I find wildly attractive. 🤷‍♀️
If you’re also attracted to your boyfriend, I’d say relax. It’s not even a thing you necessarily need to talk to him about. Moments like that happen, and the important thing is what you choose to do in them.
