can i break my lease

I live in section 8 housing (the project apartments) there is SO much wrong with my apartment and has been since the day I moved in. Its been 3 almost 4 months since I moved in and nothing has been fixed. Ive asked her about it multiple times. (the landlord) she also lives here and is remodeling her apartment for the second time this year. I signed a 12 month lease but nothing is getting done and I got a decent job now so I could move but would i be able to break the lease for the reason of her not fixing anything? she said if I reak the lease the building will charge me 600-800 a month until the lease expires. (i live in pa)
