Continued negative OPKs...

This is my first month off BC and first month TTC and I'm a bit confused- I'm on CD17 and supposedly in my fertile window according to glow. I've had the EWCM and low soft and open cervix but I continue to have negative OPKs. Does the EWCM mean I am ovulating but the test just can't pick it up? Or my body is just still getting ready? Glow keeps pushing back my fertile window and therefor AFs date! Thanks!
