I define “nudes” (in the urban slang vernacular) as any flirty, enticing photos implying sexual intentions, without being fully clothed. 
Fully clothed meaning, top and bottom everyday outerwear. (T-shirt, shorts/pants etc)
So if you send a photo wearing pants but no top, it’s still “nudes”. Even if you have a bra on. Underwear isn’t everyday outerwear.

Depends on why your sending the pic. I have some of my baby bump in a bra ive sent not meaning anything sexual. Ive also done a tshirt and panties to show off my tattoo on my thigh to a friend but again nothing sexual intended.
