I’m so confused 😫

I’m 4 weeks and 4 days. I went to the hospital on Monday because I was experiencing heavy bleeding. As the days went by it gotten lighter. They also told me that my hcg levels were at a 9 which is very low and they said they didn’t see no sign of miscarriage either nor did they see a baby. I went again today told me they still didn’t see a baby but my hcg levels went up to a 16 but diagnosed me with a threatened miscarriage. I’m confused because if I’m having a miscarriage shouldn’t it be going down not up even if it’s not doubling. Should I keep faith or just give up ?
