Can race and mental disability have a connection?

Question

My brother is autistic (somewhat high functioning. Has a drivers license but can’t keep a job)
He’s really racist towards African Americans. You can’t convince that he IS racist, and you can’t convince him that the things he says are inappropriate and rude. (He mainly makes racist jokes but he’ll make a handful a comments, too.) 
Do you think the reason no one can convince him otherwise is due to his lack of social skill? Do you think that maybe there’s a connection between mental disabilities and racism? (Obviously not in all cases.) 
P.S. I’m not looking for a way to justify my brother. I’m just curious as I’m white I haven’t experienced racism.

No, racism and mental disability do not have a connection. However, mental disability can definitely affect ones moral behavior & judgement. 
I work at a day program for adults with intellectual disabilities. One woman in her mid-50's has tantrums. She'll scream, swear, cry, punch herself in the face, call her (mostly black) staff nasty names & scream "I HATE N*GGERS". She does not say this because she's a white supremacist. She says it because she knows the N word makes people upset. Same reason she calls other people with disabilities "retarded" during these tantrums, despite her being in the same category as them. The goal is to provoke a response. So while she's definitely saying racist stuff,  I do not believe she can be held accountable for it. It can't be explained to her she will not understand. 
Obviously her cognitive issues are far more severe than your brother's. I don't know your brother, what he understands or how he interprets things - only you do. Racist jokes don't always mean racism either.

Why is he racist? As an Autistic person I'm embarrassed that he's racist. He's an embarrassment to Autistic people like me. Tell him that his jokes and comments are hurtful and offensive and racist. Tell him what's racist. I hope he gets some sense into him. Being racist won't get you far in life. Being racist is not good.

I think the reason nobody can convince him otherwise is because that’s just who he is, a racist. He’s somewhat high functioning enough to be a hateful racist so.......
