Anyone here make the tutus with tulle?

Question

I'm wanting to make my daughter a two year outfit, and I have been wanting to try the tulle tutu. I've watched some YouTube videos and I think I understand how to do it. 
My only questions are: how much tulle do I actually need? 
Best place to get it? I've seen some at Michael's and JoAnns, is it all the same? 
Where do I get the elastic band to wrap the tulle around?  
Any other advice/suggestions/things that worked for you is greatly appreciated! 😁😁

I made one for my daughter’s 1 year birthday. I got elastic by the yard and make a quick loop myself, just whipstitched it together really fast. I also got the spools of tulle rather than by the yard. Hobby Lobby had them. That way I didn’t have to cut them into strips, just similar lengths and then tie them on. I had 3 different colors and still probably half a spool left of each color (I don’t remember how long the spoils were though).
