Opinions on Xbox and PS trying to keep it family friendly?

Particularly speaking of fallout 4. There are mods now if anyone plays, xbox and ps will not allow most mods due to their systems are "family friendly" and the fear of being sued. PC allows all kinds of mods, in an interview they stated that they will only allow such things if they tone it down a lot. Now I have fallout4 on ps4 but due to this rule I bought the game again on PC so I could take full advantage of playing how I want. Opinions? Honestly i think its stupid as games have a rating for a reason so why should mods stop them?
