Vets putting a pet down without permission

Today was a really sad day. A dog had to be put down at work, by an emergency vet. He was almost 18 years old and had a badly infected burst tumour on his anus. His back legs were failing on him and he was in a lot of pain.

They rang the owner to get permission to put him to sleep of course, and it took some convincing but in the end he chose the most humane option.

I was thinking, do you guys think in situations like this where a pet is in a huge amount of pain that won’t go away, and the owner isn’t present (he was in holiday), the vet should be able to put them to sleep without permission?
