Should the RSPCA be held accountable?

So yesterday in Perth, it got up to 39.1°C (102°F).

A company in Canning Vale keeps their guard dogs locked in a tin shed during the day. Yesterday was no different.

The RSPCA was called, but they weren’t interested. They were called multiple times again, and didn’t attend the property until later on in the day (I believe someone told them they were breaching the animal welfare act, but don’t quote me on it) and then rescued the dogs.

They later returned the dogs to the company.

I think we can all agree that the dogs were treated poorly and their owners should be punished, but should the RSPCA be held accountable for anything?
