Shaving crisis

Okay so I’ve had this problem with shaving I don’t know how to solve it. I’ve been using normal shaving cream but like a day after I would have little bumps that itches and when I scratch them, it gets kinda sore. So I switch to conditional because I’ve heard that it works really well but am still have the same problem. And it only happens to me lady part and armpits, never my legs. I don’t know what else to do
