I want him to touch me more and not just my nipples

When my husband sees me, gets near me, walks past me he grabs my nipples. Not always soft and gentle either. I enjoy affection and being touched but when it’s only my nipples I start to feel like that’s all he likes about me. I got upset today and asked can’t you just give me a hug instead? Now he says he can’t touch me or look at me, especially my boobs. I asked him to help me pick a shirt and he refused. Rubbed his back and said I love you and all he says is I can’t touch you so don’t touch me. I don’t understand this. I’m trying to communicate more and say my feelings and I get this. I understand that he is a boob guy but I never once said you can’t touch me or don’t look at me.
