I’m 13 days late on my
Period and I had sex on the 3rd the condom broke but he didn’t cum but I was worried about pre cum. Only symptoms I have are tender breasts. I took a pregnancy test and it saying I’m not pregnant but why is my period late? I got 2 more tests to take

Periods can change, be early, late, or skip completely at anytime for many reasons or no reason at all.

Digital tests are not as sensitive as line tests. They require higher levels of hcg than line tests and can give a false negative because of thus. I would recommend re-testing using a pink dye test and your first morning urine.
