Cervical scar tissue

Does anyone on here have cervical scar tissue?? I am asking my OB tomorrow about it because I keep having contractions but after so long they stop and I’m not dilating. Which from what I’ve read could a cause of that.

The nurses at the hospital say that I’m 2cm dilated on the outside but inside it feels hard and almost like a rubber band.

My question is how do you go into labor successfully and keep labor going if the scarring is causing it to stop.
