Clerk in Kentucky
So my question isn't about whether the woman refusing to issue marriage lisences to gay couples is right or wrong, but I'm wondering if any of you know if in general, court clerks are supposed to exercise any discretion in who they issue marriage licenses to? Like if they suspect coersion, abuse, or that it's a "fake marriage" for citizenship, etc?
