Less diversity = less racism ?

Statistically the Most Racist Regions of the US; Canada; UK; Australia are areas that are very diverse in ethnicities. E.g.: the south of the US has the highest black population and also the highest racial crime rates.

Do you think less diversity = less racism and more diversity = more racism? Or vise Versa? If vice versa, how do you explain the statistics that the more diverse an area, the more racism there is? Could the solution be to separate more? Not forcibly, but by choice.
