Still measuring small

I am 39 weeks and still measuring 32 weeks. I have had a growth scan, about a month ago, which said baby was 5lbs8oz. With this pregnancy I had heavy bleeding at 15 weeks, hypothyroidism (I've always had this but my tsh was above 300, yes 300. Highest healthy amount is .5) anyway I got that under control but then was diagnosed with placenta previa around the 15-16 week Mark. That resolved itself but then I was diagnosed with velamentous cord insertion. As of 33 weeks that also corrected which was a huge surprise. With all of that said, any experience with fundal measurement not changing? I am nervous that my baby isn't getting what he needs. Oh and at my 38 week visit the doc said I was 3cm 30% effaced and +2. 39 week appointment he said he couldn't tell anymore because my cervix was really long. Wth?! So I went backwards?
