7 year relationship and no proposal

I've been in a relationship for 7 years (3 years in the same city, lived together a year. 4 years long distance, and living together temporarily now). He said he would ask to marry me after 4 years.  When I ask why he hasn't he said he needs to take his time. Now he is going to lose his job and I don't know if he will ever propose. I care about him and this is my first serious long relationship. Although I've invested a lot of time, I'm not sure if this is the best relationship to stay in. I'm confused about whether I need to move on, or stay and accept that I may never be in a marriage.
