Hypothalamic amenorrhea round two femara + steroid

I have HA and did my first round of 3x 2.5mg femara on day 3-7 plus a steroid on day 3-12 for my last cycle. I had my typical day 21 blood draw to test progesterone levels (to see if I ovulated) but my progesterone was still only at 0.4. This is my fifth round of femara, first with the added steroid. We’re at a cross roads- do another round of femara plus steroid or move onto hormone injections + IUI. Anyone have any insight on whether to try another round of femara plus steroid or move onto injections and an IUI? I’m an avid runner but cut back a ton because of the association between running and HA (used to run 5-6 miles 5x per week and down to 1-3 miles 3-4x per week). I truly appreciate any advice.
