Not sure what is this on my 1 year old daughter

Shes been having this since april 13th an its just spreading she has it on her back chest tummy chin side of her neck and mostly on her shoulders an arms she doesnt have it on her legs

I tried making an appointment but the receptionist lady keeps saying wait til may 15 her next appointment. Our urgent care near by says she can't be seen bc shes under 2. Which is bs. She had a minor fever the past 2 days an now i noticed she starts to itch.
