I'm so conflicted

I dont wanna go into full detail unless I get asked but long story short, I feel like I'm on thin ice and he just goes back and forth with his commitment to me, hes indecisive about a lot of things, I feel like he picks fights over the smallest things so that I'd get angry and not want to be with him so that he could be the victim in the situation. But everyday before he leaves to work he says I love you and waits for me to say it back and when I really truly question us he says he wants to be with me. I feel like hes just playing with my emotions and I feel like its purposefully, but idk
