Ectopic or miscarriage?

I had a 7 week scan yesterday and my Ob/gyn couldnt see anything on the ultrasound. He was convinced I miscarried again. I implanted 11 days after ovulation and started off with really low HCG. On 20/5 my beta test was only 85 and i was supposed to be 5 weeks along. I had another beta today and my numbers were up to 6000. I also have no pain or bleeding. Is it possible our timing is just off and that its too soon to see anything? I miscarried in March and was so excited for this rainbow. Im praying for a miracle here.
